Last fall Governor Ted Strickland convened a panel of public sector owners, private builders, contractors, labor unions and public officials to recommend ways to increase the speed and efficiency of public sector construction projects in Ohio. Higher education was represented on the panel by Chancellor Eric Fingerhut and Ohio State’s Bill Shkurti and Jack Hershey. The panel made 25 separate recommendations to improve all aspects of the construction process, but the most significant was to recommend that new project delivery methods which are extensively utilized in the private sector, be added to the options that the public sector are allowed to utilize.
