Senior Vice President for Government Affairs and Counselor to the President
Dr. Herb Asher provides strategic leadership for the university's relationships with federal, state, and local government officials. He counsels Interim President Joseph Alutto on issues regarding the university's relationship with government, and teaches an honors undergraduate course on elections and Ohio politics. Dr. Asher previously served as special assistant to the university president for government relations and a founding director of the John Glenn Institute for Public Service and Public Policy (now the John Glenn School of Public Affairs). He is frequently called upon as an expert political analyst by local and national media.
Dr. Asher received his B.S. in Mathematics from Bucknell University and his M.A. and Ph.D. in Political Science from the University of Michigan. Contact Dr. Herb Asher.
Vice President for Government Affairs and Special Assistant to the President
Richard Stoddard works closely with Interim President Joseph Alutto and national higher education associations to shape and respond to legislative, regulatory, and budget actions impacting Ohio State and the higher education community. He serves as a liaison on university and higher education issues with the Ohio Congressional Delegation, federal agencies, and higher education organizations. Richard helps coordinate responses to federal policies, and works with administrators and faculty on the development of federal initiatives for the university.

Associate Vice President for Federal Relations
Stacy Rastauskas, located in the Washington, D.C., office, provides leadership for the university's relationships with federal officials and staff. She works directly with the Ohio Congressional Delegation and higher education organizations to communicate, engage, and advocate for priorities that impact the university. Stacy also informs Ohio State leaders of federal government updates and activities. She joined the Office of Government Affairs in June 2004.

Associate Vice President for State Relations
Jack Hershey provides leadership for the university's relationships with state government officials and staff. He primarily focuses on issues concerning state finances, budgeting, and appropriations. Jack most recently served as Deputy Director of the Ohio Office of Budget and Management. He joined the Government Affairs team in May 2004.
Jack received his B.S. in Public Policy Management from the University of Akron. He is currently working toward his M.A. in Public Policy and Management from The Ohio State University. Contact Jack Hershey.
Senior Assistant Vice President for State Relations
Tom Walsh works closely with state government officials and staff on issues impacting the university. He most recently served as Director of Government Relations at Anthem Blue Cross & Blue Shield. He also served in positions at the Ohio Department of Taxation, Ohio Senate Majority Caucus, and with State Senator Bill Harris. Tom joined the Government Affairs team in February 2011.

Assistant Vice President for State Relations
Amy Baker works closely with state government officials and staff on issues impacting the university. She most recently served as a member of the Sean P. Dunn & Associates group, where she represented the interests of the University of Akron before the Ohio General Assembly and other state agencies. Prior to her work with Sean P. Dunn & Associates, Amy held advocacy and communications positions in Columbus and New York City. She joined Ohio State in September 2013.

Assistant Vice President for Community Relations
Executive Director, Partners Achieving Community Transformation
Trudy Bartley provides leadership for the university's relationships with local government officials and staff, as well as economic and community development projects. She also directs Partners Achieving Community Transformation (PACT), an Ohio State affiliate working to revitalize the Near East Side community. Trudy most recently served the Ohio Department of Development as Chief Operating Officer, Interim Director of the Minority Business Enterprise Division, and Federal Stimulus Coordinator. She joined The Ohio State University in February 2011.

Barbara Gassin provides administrative support to the Senior Vice President and the State Relations team by managing daily office operations, coordinating schedules, responding to constituent requests, and arranging meetings and travel. She most recently served as Director of Operations at Steiner/Lesic Communications, as well as nearly 20 years of service to Red Roof Inn's corporate headquarters. Staff Associate and Fiscal Officer
Barbara Knight provides administrative support for Richard Stoddard and Trudy Bartley. She also manages the office's fiscal and human resources operations. Barbara most recently served Ohio State's Office of the President and College of Social Work. She joined the Office of Government Affairs in March 1995.

Staff Assistant for State Relations
Kristin Sutton provides policy support for the State Relations team, coordinates the university's Joint Legislative Ethics Committee reports, and manages the state government internship program. Prior to joining Ohio State, she served as a legislative aide to State Representative Nancy Garland in the Ohio House of Representatives. She is also an alumna of the Legislative Service Commission's fellowship program. Kristin joined the Government Affairs team in May 2012.

Staff Assistant for Federal Relations
Jessica Martin, located in the Washington, D.C., office, provides administrative support for the Federal Relations team and facilitates scheduling in Washington. Jessica recently worked as a staffer in the U.S. Senate and has served in an administrative role in the non-profit and private sectors. She joined the Office of Government Affairs in September 2013.
